From 27 to 28 March 2014 the first meeting of all partners to the OSSCOM project under the aegis of Professor Rainer Herpers will be held at Bonn-Rhein-Sieg University. OSCCOM stands for a partnership aimed at establishing and strengthening Open Source Software Communities in the Arabian area. The project, which has a running time of approximately three years, is funded by the European Commission.

OSSCOM is aimed at providing an alternative to fee-based software systems. The target groups include, among others, state institutions and small- and medium-sized businesses in Jordan and Lebanon. To achieve the objective of the project, the existing Open Source Software is being spread and enhanced. This concerns, in particular, the programs used in the area of Information and Communication Technologies (ICT).

In the longer term, the initiative, which is based on a funded partnership between universities and universities of applied sciences, is intended to create a large number of jobs in the area of Open Source Software. The partners to the initiative are involved in developing OSS resources and products on a larger scale. In addition, they provide information and consultation to regional stakeholders from ministries, educational facilities, companies and society at large.

Partners to the project include, apart from Bonn-Rhein-Sieg University (as a grant holder), educational facilities from Jordan, Lebanon, Spain, the United Kingdom and Germany.
