In the election in May 2023, all members of the departmental councils, the Senate and the Equal Opportunities Commission as well as the representation of the interests of student assistants will be elected. The elections will be held online for the first time.

The H-BRS fulfils its duties in research, teaching and study independently within the framework of academic self-administration. The student members of the university participate in the self-administration by electing their representatives for the committees (departmental councils, senate, equal opportunities commission) as well as certain functionaries.

The counting of votes and the confirmation of the election results will take place publicly on Thursday, 25 May 2023, starting at at 15:15 in room E221 at Sankt Augustin Campus.

Who votes?

Eligible to vote are
  • the members of a department for the election of their members of the respective departmental council,
  • the members of the university for the election of its members of the senate
  • the student members of the university for the election of the representative of the interests of student assistants,
  • the female members of the university for the election of the female members of the Equal Opportunities Commission,
  • the male members of the university for the election of the male members of the Equal Opportunities Commission.

Right to vote

The right to vote can only be exercised by those who are registered in the electoral roll on election day. A copy of the register will be made available to the public at the library in Sankt Augustin, at the library office in Egermannstraße in Rheinbach and at the reception desk in Hennef from 23 February 2023 at the latest. Objections against the correctness of the list can be declared in writing or in writing to the election committee within two weeks after the beginning of the display - i.e. until 9 March 2023 - stating the reasons. The right to vote can only be exercised once for each election and only in person.

Who is elected?

  • the members of the departmental councils, the senate and the equal opportunities commission
  • the representation of the interests of student assistants

When and where will the elections be held?

For the first time, the elections shall be conducted as online elections. The conduct of the online elections shall be governed by section 25 et seq. of the Election Rules. The electronic voting shall take place in the period from 16 May 2023 to 24 May 2023.

Electronic voting will presumably take place in five steps
  1. You log in with the username and password of your university mail account.
  2. If there is an entry on the electoral roll, you will be redirected to the election portal.
  3. You receive the corresponding ballot papers; voting is done by mouse click.
  4. You check and confirm the vote.
  5. The vote is counted.

The exact modalities for online voting and the possibility of applying for postal voting documents in this context will be specified and announced at a later date. If the university elections cannot be held as online elections for technical or other reasons, the elections will be held as face-to-face elections (this page will be updated accordingly).

Alternative: postal vote

Those who do not wish to cast their vote electronically may use the postal vote. At the same time, the right to vote electronically expires.

The postal voting documents can be requested from the election committee in writing or by e-mail to the election committee's functional mailbox wahlvorstand@h-brs.de by 24 April 2023 at the latest.

Objections, requests and other declarations may be submitted:

  • to each member of the election committee or
  • by e-mail to the functional mailbox of the election committee wahlvorstand@h-brs.de or
  • to the election officer or at the reception of the respective locations.

 

What tasks do the committees and functionaries fulfil?

The Department Council

makes decisions regarding departmental matters, unless the fall within the area of responsibility of the dean. In particular, these include the department regulations and the other regulations required for the department (e.g. examination regulations). The department council also elects the dean and the vice-dean or the deanery.

The Senate

is primarily responsible for general, abstract regulations (e.g. university regulations), recommendations and statements that to the university as a whole or to key facilities of the university.

The Equal Opportunities Committee

advises and supports the university and the equal opportunities officer. It monitors
the creation and maintenance of women’s support plans and elects the equal opportunities officer.

The Representative of the Interest of Student Assistants

monitors the observance of the applicable legislation during the selection and employment of student assistants and acts to promote appropriate working conditions for them.
He/she responds to complaints by those affected.
