The focus professorship in ‘Sustainable Social Policy’

Research focus

The aim of this professorship is to investigate the longer-term effects on society and the environment and to identify which approaches and solutions are most promising. In her research, Prof. Helmsmüller examines how government social programmes and projects in countries of the Global South can be designed in such a way that they genuinely help people in need and reduce inequalities.  One example is the impact evaluation of a health insurance scheme in Pakistan, in which she is also investigating why people do not make use of this insurance more frequently.

In the medium term, she aims to look not only at social and economic aspects, but also at the environment. One example of this is the question of how social policy measures can help people to live in a more environmentally friendly way and be better prepared for climate-related disasters.

Research questions

A central aspect of Prof. Helmsmüller’s research is the analysis of factors that influence the effectiveness of social policy programmes. Limited resources – such as a lack of expertise, inefficient structures or inadequate regulations – often prevent programmes from realising their full potential; in some cases, they even lead to undesirable side-effects. Prof. Helmsmüller therefore places particular emphasis on the empirical investigation of impact chains. Using modern methods of impact assessment, research is conducted into how social, economic and environmental effects can be recorded and measured in order to evaluate the actual impacts of social policy measures on a sound basis.

In addition to tackling social inequality, the professorship also addresses the question of how social policy can contribute to the acceptance of environmental protection measures. This is particularly crucial in socially disadvantaged groups, as their support is often a key prerequisite for the successful implementation of environmental measures. By linking social and environmental sustainability goals, the aim is to demonstrate how social policy can act as a driver for comprehensive social change.

In an international context, research is conducted into how social policy operates across the social, economic and environmental dimensions of sustainability. The aim is to develop innovative approaches that not only alleviate acute emergencies but also create long-term structures that contribute to the stability and resilience of societies.

Objectives of the focus professorship ‘Sustainability in Social Policy’

Through scientifically sound concepts and innovative projects, the aim is to contribute to the shaping of socially just and environmentally sustainable societies. The H-BRS looks forward to the insights and important impetus that will emerge from this professorship.

“I am a focus professor at the H-BRS because, thanks to the reduction in my teaching load, I can devote more attention to my research project in Pakistan. This is also leading to new networks with researchers in the region and worldwide. Within the H-BRS, the specialised professorship has enabled me to join the IZNE as co-director, allowing me to network with other departments within the university. These networks and research findings also feed into my teaching, ensuring it remains relevant,” says Prof. Dr Simona Helmsmüller.
