Drones

Drones (synonyms: Multicopters, unmanned aerial vehicles (ULS/UAS))

Drones are used by various departments or students on the H-BRS campus as part of projects. In order to counteract any danger to persons, measures must be taken by the user and the federal and EU requirements for the operation of unmanned aerial vehicles must be followed.

1) Operating licence: Depending on the operating category of a drone (open, special, subject to approval), an operating licence may be required.

2) Operator registration: The operator registers with the Federal Aviation Office (see link below). When registering, the operator receives a unique electronic registration number, which must be affixed to each drone. Furthermore, drone pilots require a drone driving licence.

3) Compulsory insurance: All drones in Germany are also subject to compulsory insurance, whereby valid drone liability insurance (of the user/department/service provider) is required by law.

4) Flight planning: When planning flights, the geographical areas must be taken into account where, in accordance with Section 21h paragraph 3 LuftVO (see Drone flight ban 

5) Registration: For Sankt Augustin, registration of the drone flight with Asklepios Klinik Sankt Augustin and Flugplatzgesellschaft Hangelar by the operator is required.

Failure to register is a violation of the applicable legal situation 

Violations of the implementing regulation, the Air Traffic Act (LuftVG) or the Air Traffic Regulations (LuftVO) as well as interference with air traffic (§ 315 StGB) or data protection (§ 201a StGB) are punishable by a fine or imprisonment.

6) Risk assessment (GBU): A GBU is required for the operation of the drone as well as a regular inspection of the drone for proper condition, including documentation. This also applies to multicopters from service providers/external companies if they are commissioned by the university.
